The relationship between Africa and Latin America and the Caribbean (LAC) has historically been characterized by discontinuity, following a pattern of “peaks and valleys,” as described by Lechini and Morasso (2021). Although the early 21st century brought renewed optimism for deepening South–South Cooperation (SSC) between the two regions, the political shift toward right-leaning governments in Latin America after 2015 – which prioritized North-South relations, displace SSC from their foreign policies.
At the same time, the institutional weakness of the regionalism in each region implicates that South-South interregional has shown a limited capacity to produce practical results: the ample rhetoric declarations have been accompanied by short-term compromises with a highly symbolic impact
O projeto de pesquisa sobre Cooperação África-América Latina vem sendo desenvolvido pelo ILAM desde 2024. Tem o objetivo de estudar a realidade e as possibilidades de cooperação entre as duas regiões em seis áreas: Segurança, Construção da Democracia e Direitos Humanos, Governança Digital, Meio Ambiente, Desenvolvimento, Financiamento Sustentável e Saúde.
Visamos compreender a cooperação inter-regional, entre atores estratégicos das duas regiões e dentro de esferas multilaterais. Nosso objetivo é produzir conhecimento sobre o tema e gerar redes de pesquisadores e atores governamentais e da sociedade civil que possam incentivar o debate, produzir novas ideias e propostas de políticas públicas nestes campos.
O projeto é financiado pelo IDRC (International Development Research Center) do Canada.
