Gilberto Martins de Almeida is a Brazilian legal scholar and practitioner specializing in digital law, cybersecurity, international contracts, and technology governance. He holds a Law degree from PUC-Rio and a Master’s degree in Economic Law from the University of São Paulo (USP), with advanced training at Harvard University and MIT. He has been a Professor of Internet and Information Technology Law at PUC-Rio since 1996 and a Visiting Professor in Germany since 2011, with extensive international academic experience across Europe, the Americas, and the Caribbean, including engagements with the United Nations and the Council of Europe.
Gilberto Martins de Almeida is the author of numerous publications in Brazil and abroad on e-commerce, cybersecurity, digital governance, artificial intelligence, mediation, and technology regulation. He has served as a consultant to several United Nations bodies (including UNODC, UNCITRAL, WIPO, ITU, and UNDESA) and to Brazilian legislative and executive authorities in the drafting of landmark digital and consumer protection legislation. He is a founding partner of Martins de Almeida – Advogados and founder of the Institute of Law and Technology.
